3. No Quartering of Troops

Original quote from US Bill of Rights: "No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law."  That's not strong enough - no exceptions for war.

No soldier or other employee or agent of any government may be quartered or otherwise imposed onto or into anyone's property, nor may anyone be forced to incur any kind of expense or inconvenience on behalf of or for the benefit of any government, without their consent, whether in times of war or peace. This is also an inherent right, as even other individuals and organizations are also prohibited from similarly imposing upon anyone without their consent. The only exception is as punishment for a crime after conviction, or resulting from a settlement or judgment from a civil case.
